Russia / exchange eligibility
Which crypto exchanges can Russian users actually use?
Bybit and KuCoin do not list Russia as a blanket excluded location in their global country rules, but that does not mean every Russian applicant or payment method is accepted. Kraken excludes people located or resident in Russia. OKX names Russia for fiat-payment restrictions. MEXC's terms prohibit gambling activities and their facilitation, so it is unsuitable as a casino payment recommendation.
Check the account you can truthfully verify, the purchase method it actually offers and the external withdrawal route you need. Those are separate decisions; a working registration page answers none of them.
Russia-related exchange conditions: 11 October 2026
| Exchange | Relevant published condition | Practical consequence |
|---|---|---|
| Bybit | Russia is not excluded as a whole; the exclusion text names specific areas, including Rostov, Crimea, Donetsk, Luhansk and Sevastopol | Check the named location exclusions and nationality-based KYC assessment; Standard verification is mandatory |
| KuCoin | Russia is not named as a blanket restricted location; Crimea, Donetsk, Luhansk, Zaporizhzhia and Kherson are restricted | A new user needs identity verification; country rules do not establish Russian-bank or card access |
| MEXC | Its country list does not name all Russia, but its user agreement prohibits gambling and activities facilitating it | Do not choose it as a casino funding source or try to remove the restriction with an intermediate wallet; KYC is also required |
| OKX | Its disclosure specifically names Russia for fiat-payment restrictions | Do not assume a Russian ruble, bank or card purchase route exists; check each account product separately |
| Kraken | Its global terms exclude eligibility while located or resident in Russia | It is not a route for a person living in Russia; a nationality-only question requires a separate assessment |
These are conditions to apply before funding, not a ranking or a promise of account approval. Country lists, product rules and the entity serving an account can change.
A Russian passport and a Russian address are different inputs
An exchange can assess nationality, actual residence, current location, identity documents and sanctions restrictions. Do not choose one field and assume the others do not matter. A person who has moved abroad may face different account terms from a person living in Russia, but moving does not automatically remove nationality-based checks.
Bybit's KYC guidance says its country restrictions are assessed by nationality. Its document guidance also excludes domestic passports. A Russian internal passport therefore should not be assumed sufficient just because the site has a Russian-language interface. Use only a document type the actual verification screen accepts, and wait for the result.
Bybit's exclusion page also names Rostov. If that affects your location, seek a direct eligibility answer before funding. Do not silently reinterpret the published place name or substitute a different location in the application.
KuCoin's new-user verification requires an actual identity document and face verification. Select the issuing country and document type that match your document. Acceptance of a document category in a help guide does not establish approval of your particular application.
Make these checks in the account before buying
Serving entity and eligibility
Read the terms applied to your account and location, rather than a different regional version of the exchange. Give truthful identity and residence details; do not use a borrowed account.
Verification result
Finish the required KYC before sending money. A pending application and an approved account are different states. Old no-KYC withdrawal advertisements do not override current requirements.
Purchase method
Check the provider, currency and actual payment method shown in your account. A global card or P2P product page does not prove that your bank, currency or document is supported.
External withdrawal
Check the exact coin and network, whether withdrawals are available, the minimum, fee and recipient amount. A market offering the coin for trading can have that network's withdrawals paused.
Intended payment
Check destination and purpose restrictions at both ends. An available blockchain withdrawal does not establish that an exchange permits a casino payment or that the casino accepts the funding source.
Fiat purchase, P2P and crypto withdrawal are separate products
Bybit's fiat-deposit guidance says available currencies and payment methods depend on the account. It also distinguishes fiat deposit availability from fiat withdrawal availability. Seeing an exchange advertise bank cards does not show that a Russian-issued card will be accepted.
P2P adds another counterparty and payment identity. If the service offers it to your verified account, use the specific order's payment instructions and records. Do not treat P2P as a way to falsify residence or escape a product restriction. Buying crypto safely covers recipient checks and post-payment disputes.
For an onward crypto transfer, compare the amount the recipient receives, not only the trading fee. A good purchase rate can be outweighed by a withdrawal charge or an extra wallet transfer. Network and transfer fees shows the arithmetic.
A personal wallet does not rewrite exchange terms
If eligibility or withdrawals change
Read the notice in your own account and the current terms. Identify whether it concerns new purchases, a particular payment method, a network outage, KYC, account access or withdrawal of an existing balance. These require different responses.
Use the exchange's official support route with the account notice and transaction reference. Preserve your statements and purchase records. Do not send another deposit to satisfy a stranger's claim that it will release an existing balance, and do not move the account into someone else's name.
Eligibility questions
Which exchange is best for all Russian users?
There is no single answer across nationality, residence, document, bank, product and payment purpose. Start with the relevant country and product conditions, complete verification, then compare actual purchase and withdrawal quotes.
Does Russia being absent from a country list prove acceptance?
No. Sanctions checks, identity review, regional entities and product restrictions still apply. Absence from a blanket country list is only one part of eligibility.
Can I use a different country setting to make registration work?
Use your actual details. An account opened with false identity or location information can fail later checks and leave funds subject to restrictions.
