A bank serving you
Ask it to forward a fraud-database exclusion application to the Bank of Russia. Keep the accepted application and receipt. If it declines transmission, obtain the grounds in writing.
Russia bank appeal guide
When the bank confirms that your details are in the Bank of Russia fraud database, apply for exclusion through a bank serving you or the regulator's Internet reception. Ask which details are affected and keep the bank's notice. A failed casino payment alone does not establish database inclusion.
This procedure addresses that entry. A 115-FZ operation refusal, an ordinary security check or another account restriction requires the response appropriate to its own stated ground.
Request the bank's written reason, exact legal provision, affected account or payment details, and explanation of the exclusion procedure. Have it distinguish fraud-database inclusion from a temporary pause on a particular outgoing payment.
If the notice instead describes a formal AML refusal, use the 115-FZ bank-review guidance. The interdepartmental commission does not review fraud-database exclusion applications.
Use your full name, including patronymic where you have one, consistently with your identity document.
Provide its series where applicable and number. If your passport has changed and you are applying directly through the Bank of Russia website as an individual, previous passport details can help match an entry; keep them separate from the current document.
List the relevant account, card or electronic-wallet numbers. If online access is unavailable, obtain the details from the branch, hotline or agreement.
Include your phone number if you have one. Check the numbers carefully before submitting.
Identify the bank and keep its notice. Give a factual explanation and relevant transaction records where useful or requested. The application does not have a universal requirement to supply salary or casino documents.
Ask it to forward a fraud-database exclusion application to the Bank of Russia. Keep the accepted application and receipt. If it declines transmission, obtain the grounds in writing.
Use the Information Security topic for exclusion from the fraud database. Direct online submission requires authentication through Gosuslugi. Save the submission confirmation and registration reference.
The current procedure sends a power-of-attorney representative's application through the bank serving the client. Prepare the identity and authority records the bank requires.
The bank forwards the application by the next working day unless it has grounds to decline transmission. Its receipt is not the regulator's decision.
For the direct application, the regulator sends the registration-number email within three days. Check that message and retain it with your application.
The Bank of Russia decides whether to exclude the details. Count from registration, rather than assuming the period started with your first call to the bank.
It provides the regulator's answer by the next working day after receipt. Read whether exclusion was granted or refused and which details the decision covers.
Explain the actual incoming payment and supply records that connect it to its source. If it passed through a payment service or a crypto sale, show those genuine stages. Do not invent a loan, gift or salary explanation to make the transfer look different.
Under the current procedure, when the regulator requests information, the bank contacts the original payer whose report caused inclusion to ask whether that payer still considers the operation fraudulent. It reports the answer to the regulator. A changed report can be considered, but it does not guarantee exclusion. Do not approach an unknown payer or pay someone promising to remove the entry.
| Service | What the relevant restriction means |
|---|---|
| Electronic payment means | Banks may suspend their use while details are included; suspension is mandatory for the relevant information supplied by the Ministry of Internal Affairs. |
| Online transfers, if electronic means remain usable | A separate RUB 100,000 monthly cap applies to transfers to yourself and other individuals. Payments to legal entities are outside this particular cap. |
| ATM cash withdrawals | A separate RUB 100,000 monthly limit applies during inclusion. This is not the same allowance as the online-transfer cap. |
| A larger cash withdrawal | The regulator directs clients to a branch with identification. Confirm your bank's procedure and whether another legal ground restricts the account. |
| A new card or electronic-payment agreement | Banks must refuse a new agreement while the relevant client or payment details remain listed. Obtaining another card is not a solution to the entry. |
These rules concern the identified database mechanism. Do not apply them to every account labelled blocked.
If exclusion is granted, retain the decision and ask the bank to confirm restoration under this ground. Ask what remains restricted if access still fails. Another legal or contractual reason can require a separate response.
A reasoned exclusion refusal can be challenged in court. Keep the refusal, application, registration record, bank notice and supporting transaction packet for that assessment. A repeated support request that omits the decision's reasons will not explain what should be reconsidered.
The Bank of Russia decides exclusion. Your bank can receive and transmit the application and communicate the result. Ask it to identify the relevant procedure rather than treating a local card replacement as removal.
Keep a coherent record of what you submitted and its registration. If you add evidence or correct a detail, identify the existing application and explain the change so the records can be connected.
It is the regulator's review period from registration. The result can be an exclusion or a reasoned refusal, and other restrictions may remain. Track the actual decision and the bank's response.
Choose between a documents request, formal AML refusal and database entry.
Prepare the records behind an incoming payment without inventing its purpose.
